Victor J. Scaravilli, P.E.

Chairman and CEO

For forty-five years, Mr. Scaravilli, a graduate civil engineer registered in many states, has been active in heavy civil engineering construction. He has contributed new and innovative approaches to varying construction problems. Mr. Scaravilli is the inventor of the Jarva Hard Rock Tunnel Boring Machine and holds several patents. His construction experience is with every type of tunnel excavation and lining technique, from hand mining methods to the most advanced mechanical boring machines in both free and compressed air. His shaft sinking expertise crosses the same broad spectrum. Mr. Scaravilli has built and managed one of the largest and most successful construction companies operating domestically and internationally.


J.J. Scaravilli

Vice President and Principal

Mr. Scaravilli attended the United States Military Academy at WestPoint and is a graduate of John Carroll University. He began his professional career in 1993 at Charter One Bank. His was responsible for financial and operational analysis of manufacturing companies seeking financing for long term growth opportunities.

During his employment at Charter One Bank, Mr. Scaravilli developed a passion for manufacturing. He left the bank to take a position as a product manager for FoamSeal, Incorporated in Cleveland, Ohio. During his employment with FoamSeal, Mr. Scaravilli was responsible for the development and implementation of a new production line for the company's core product. Additional responsibilities included the creation and implementation of the company's quality program used to obtain an ISO certification.

Following his three years at FoamSeal, Inc., Mr. Scaravilli purchased Allegheny Trailers, Incorporated in Clarion, Pennsylvania. Allegheny designed and manufactured trailers for the utility industry. As an owner and operator, he relocated the company to Cleveland, Ohio where he maintained revenues and decreased costs by redesigning a standard product line that exceeded industry standards and expectations.

After four years with Allegheny Trailers, Mr. Scaravilli sold his interest to work with his father, Victor J. Scaravilli in Mole. Mr. Scaravilli is active in the day to day management of the corporation, is an active participant in the company's competitive bidding endeavors and is responsible for all financial matters and legal compliance requirements. He began this opportunity in 2001.


Rodney R. Shoulders

Vice President and Principal

Mr. Shoulders has been active in the heavy civil, underground, and aviation construction industries for over two decades. He started his construction career in 1982 working as a surveyor. Since that time he has worked his way through the ranks to the position of Vice President. In his career, he has worked on several major urban transit systems including the Washington, D.C. subway tunnels, and the relocation and reconstruction of U.S. Interstate 71 through downtown Cincinnati. Mr. Shoulders has managed the construction of new highway systems throughout Ohio, Indiana and Tennessee. These projects include 13 miles of State Highway 33 and 21 miles of State Highway 35 in Ohio. Some of Mr. Shoulders' underground projects include the Cole Park Detention System, Dallas Texas, the Superconducting Super Collider, Waxahachie Texas, Metro Green line Subway Tunnels, E2c and E3b, Washington D.C., the Upper Scioto West Interceptor tunnels, Columbus, Ohio, the Big Walnut / Rickenbacker tunnels, Columbus Ohio, and the Little Walnut tunnel, Austin Texas. He is a member of the American Underground Association and The Disputes Review Board Foundation. Mr. Shoulders has also served in the capacity of Owner's Representative and has worked as counsel's expert in legal actions. Mr. Shoulders' is active in the day to day management and oversees project operations.
